Best Practices for the Analysis of Alternatives Process

Conforming to the 22 best practices helps ensure that the AOA process is reliable and that the preferred alternative selected is the one that best meets the agency’s mission need. Not conforming to the best practices may lead to an unreliable AOA, and the customer will not have assurance that the preferred alternative best meets the mission need. This appendix defines the 22 best practices and the five phases of the AOA process, and includes descriptions of potential effects if the best practices are not followed.
